Did any of the users tried to download ECMWF or UKMET grib and get something good?
I did but the data seems incomplet

All of the European data seems incomplete because...it is. They restrict the distribution of their data because they want you to pay for the full set. If you go to the ECMWF or UKMET web sites, they have a way to 'sign-up' to get access to the full resolution data sets. You have to promise not to redistribute the data.
The ECMWF GRIB broadcast through NOAAPort has a larger data set but it is on a similar-but-different (of course) WAFS-like projection. The next release of the GRIB2PCG32 ingest utility will account for that & allow the ECMWF sectors to be ingested & combined like the NCEP WAFS sectors.
If you go to http://www.noaaport.net/samples.html, you can see what is broadcast over NOAAPort.
